On June 2, Wang Huning, a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee and chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), met with the members of the 9th Board of Directors of the Western Returned Scholars Association (WRSA, also known as the Overseas-educated Scholars Association of China), and delegates attending the WRSA’s second national congress in Beijing. Wang emphasised the importance of thoroughly implementing the guiding principles of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, as well as the spirit of the important speech delivered by General Secretary Xi Jinping at the celebration marking the 100th anniversary of the WRSA and the important congratulatory letter to its 110th founding anniversary. He called on members to carry forward the Association's distinguished traditions, take proactive responsibility, and work to achieve greater progress in the cause of serving the nation through the application of overseas learning and expertise.

Zhang Weihong, Academician of the Chinese Academy of Sciences and Professor at Northwestern Polytechnical University (NPU), attended the symposium in his capacity as a newly elected Vice President of the 9th Council of the WRSA.

Academician Zhang Weihong is a non-party intellectual, a Deputy to the National People's Congress (NPC), and a professor at the School of Mechanical Engineering of NPU. He currently serves as President of the Western Returned Scholars Association of Shanxi Province, President of the Shaanxi Association of Politically Unaffiliated Intellectuals, and concurrently holds the position of Vice Chairman of the Chinese Society of Aeronautics and Astronautics (CSAA), among other professional appointments.
Since returning to China from abroad in 1999 to take up a full-time academic position, Zhang Weihong has led his research team in actively aligning their work with the nation's major strategic priorities. Committed to independent innovation, he and his team have resolved a series of critical design and manufacturing challenges encountered in the development of aerospace and aviation programmes. Over the course of his career, he has received numerous honours, including the Second Prize of the National Natural Science Award, the Second Prize of the National Technological Invention Award, the National Award for Excellence in Innovation, the First Prize of the National Teaching Achievement Award, and the title of the Chinese nation outstanding figures. Under his leadership, the team has been recognised with the 27th China Youth May Fourth Medal (Collective) and the National Huang Danian Style Teacher Team Award. Beyond his research and teaching, he has been an active participant in political consultation and governance, serving as a member of the 12th Shaanxi Provincial Committee of the CPPCC and subsequently as a Deputy to the 14th National People's Congress. He has also represented non-party intellectuals at symposia convened by the CPC Central Committee, offering policy recommendations on matters of national strategic significance, exemplifying the commitment and initiative expected of non-party representatives in the new era.
