Recently, at the annual summit of the Asia-Pacific Signal and Information Processing Association (APSIPA), held in Chiang Mai, Thailand, He Mingyi, the professor of the School of Electronics and Information Technology of Northwestern Polytechnical University and director of Shaanxi International Joint Research Center for Information Acquisition and Processing, was reelected as Vice President (VP - Institutional Relations & Education Program). He will be responsible for institutional relations and education, with a term of office from 2023 to 2024 (his last term was from 2021 to 2022).
The current council of APSIPA is composed of the president, former president, president-designate, 6 vice presidents and 12 directors from more than ten countries and regions, including the United States, Japan, Singapore, China, Thailand, South Korea and Australia. The leaders of the APSIPA Council elected at the same time include one president-designate, three vice presidents (respectively responsible for institutional relations and education, publishing and technology activities), and four directors. They are from Nanyang Technological University, Northwestern Polytechnical University, University of Notre Dame, The University of Auckland, Seoul National University, National Cheng Kung University and University of Tsukuba. The vice president of Institutional Relations and Education of APSIPA is mainly responsible for the cooperation and the development plan of education between APSIPA and other relevant associations, societies, universities, research institutions and academic organizations around the world.

The Annual Summits and Conferences of the Asia-Pacific Signal and Information Processing Association (APSIPA ASC) sponsored and hosted by APSIPA are held once a year and are one of the authoritative international conferences in the field of signal and information processing. This year, 360 papers from more than 2000 authors from 25 countries and regions were enrolled in the conference, and more than 400 people registered to attend the conference. The conference was conducted mainly on-site, supplemented by online. 3 keynote speeches, 22 invited talks, 40 group reports, 4 outreach reports, and 7 winter vacation school and outstanding speaker reports were held at the conference.
The Association held a plenary meeting of the Board of Governors. The President and Vice Presidents reported on their respective work. Professor He Mingyi, Vice President in charge of institutional relations and education, reported to the Council on relevant work and introduced the work plan for 2023. The Council adopted various reports and approved the newly elected president-designate, vice president and members of the council elected by the Election Committee.

Over the years, Professor He Mingyi has made important services and contributions to APSIPA, including holding the post of the President of the Technical Committee on Theory and Methods of Signal and Information Processing (2019-2020), the Director of the Council (2020), the Vice President of the Council (2021-2022, 2023-2024), the Co-President of the Technical Committee of the Annual Conference (2019-2020), the Reporter of the Education Forum on Signal and Information Processing (2011), and the Co-President of six education or industry forums, as well as the cooperation with the Signal Processing Branch of the Chinese Institute of Electronics and the Technical Committee on Computer Vision.
He Mingyi, the professor and doctoral supervisor of the School of Electronics and Information Technology, founding director of the Shaanxi Key Laboratory of Information Acquisition and Processing and director of the International Joint Research Center, director and chief scientist of the Earth Observation Research Center of Northwestern Polytechnical University (the center spans multiple institutes and multiple first-class disciplines). He has long been engaged in scientific research and talent training in the interdisciplinary direction of artificial intelligence information processing, machine vision and hyperspectral remote sensing in the discipline of signal and information processing. He has successively presided over a number of the State Key Programs and Key Projects of International Cooperation of the National Natural Science Foundation of China, making important contributions to Artificial Intelligence High-performance Neural Networks, 3D Machine Vision, UAV Multi/Hyperspectral Remote Sensing Image Intelligent Processing, etc. He has trained the first doctor for signal and information processing in China’s aviation industry system, and many of his students have won the titles of international and national experts or talents. In recent years, he has won more than ten international academic awards such as the IEEE CVPR 2012 Best Paper Award, APSIPA 2017 Best Paper Award for Machine and Deep Learning, and Leadership and Contribution Award issued by IEEE Signal Processing Society and APSIPA (among them, CVPR 2012 Best Paper Award is the only award ever won by research institutions in Chinese Mainland as the first completion unit, and academic impact index H5 of CVPR ranks fourth in all publications in the world).
