From November 20 to 21, Zhang Yunming, Deputy Minister of Ministry of Industry and Information Technology, led a delegation to Almaty and Astana, Kazakhstan, to inspect the NPU Kazakhstan Branch Campus, visit Al-Farabi Kazakh National University, and meet separately with Yersayin Nagaspayev, Minister of Industry and Construction; Deputy Minister Saparbekov Olzhas; and Doszhan Mussaliyev, First Vice Minister of Artificial Intelligence and Digital Development. The two sides held in-depth discussions on advancing China–Kazakhstan cooperation in the industrial and digital sectors.

In Almaty, Zhang Yunming held talks with Zhanseit Tuimebayev, President of Al-Farabi Kazakh National University. Zhang stated that China is willing to work with Kazakhstan to implement the important consensus reached by the two presidents on jointly establishing the NPU Kazakhstan Branch Campus, build a flagship platform for China–Kazakhstan educational cooperation, strengthen collaborative scientific research in cutting-edge fields, and better serve the economic and social development needs of both countries, contributing to the building of a China–Kazakhstan community with a shared future.
In Astana, Zhang met separately with Nagaspayev, Saparbekov, and Mussaliyev. Zhang noted that the Ministry of Industry and Information Technology attaches great importance to cooperation between China and Kazakhstan in the industrial and digital domains. He stated that China is ready to work with Kazakhstan to continue implementing the important consensus reached by the two presidents, deepen pragmatic cooperation in areas such as new energy vehicles, green and low-carbon development, information and communications technology, and artificial intelligence, and ensure that technological innovation and industrial development benefit the people of both countries.Nagaspayev remarked that Kazakhstan and China have made positive progress in industrial cooperation in recent years, and that the Ministry of Industry and Construction of Kazakhstan is willing to strengthen communication with the Chinese side to further elevate the level of bilateral industrial cooperation. Saparbekov expressed his welcome for more Chinese enterprises to invest and operate in Kazakhstan, promote the implementation of more concrete cooperation projects, and said that Kazakhstan would continue to improve its business environment for Chinese enterprises. Mussaliyev noted that Kazakhstan and China enjoy broad prospects for cooperation in artificial intelligence and digital technologies, and expressed his readiness to implement the cooperation agreement signed between the two ministries and jointly promote the achievement of more practical results in digital and ICT cooperation between the two countries.
During the visit, Zhang Yunming also conducted field research at Chinese enterprises in Kazakhstan and held discussions with representatives of several Chinese companies operating locally.
Officials from relevant departments of the Ministry of Industry and Information Technology, as well as representatives from the China Academy of Information and Communications Technology and Northwestern Polytechnical University, also attended the events.
