In accordance with the agreement between the governments of China and Mexico, both sides will continue to select outstanding candidates for studies in Mexico in 2026. The relevant matters are hereby notified as follows:
I. Categories, Duration of Study Abroad, and Funding Period
1. Scale of Selection: No more than 50 candidates
2. Categories and Duration of Study Abroad
Undergraduate exchange students: 3–12 months
Master's degree students: 12–24 months
Joint training master's students: 3–12 months
Joint training doctoral students: 6–12 months
Postdoctoral fellows: 6–12 months
II. Eligibility Requirements
1.Applicants must uphold the leadership of the Communist Party of China and the socialist system with Chinese characteristics, have deep love for their motherland, be of good moral character, abide by laws and regulations, and possess a sense of responsibility to serve the country, society, and the people, as well as a correct worldview, outlook on life, and values.
2.Applicants must have a solid professional foundation and potential for development, adhere to academic ethics and norms, demonstrate outstanding performance in work or study, and possess the dedication and sense of mission to return to China after completing their studies to contribute to national construction.
3. Applicants must be citizens of the People's Republic of China and do not hold permanent residency abroad.
4. Applicants must be in good physical and mental health.
5. Applicants must meet the corresponding Spanish language proficiency requirements stipulated in the China Government-Sponsored Study Abroad Foreign Language Proficiency Requirements, which can be found at: https://www.csc.edu.cn/article/1937.
III. Candidate Selection Criteria
1. Undergraduate Exchange Students: Applicants must be full-time, outstanding sophomore or junior students officially enrolled in a Spanish language program at a domestic university. Applicants must have reached the age of 18 (born before January 1, 2008) at the time of application and have an average grade of 85 or above.
2. Master's Degree Students: Applicants must be full-time, outstanding graduating undergraduate students or first-year master's students officially enrolled at a domestic university. Applicants must be no more than 35 years of age (born after January 1, 1990).
3.Joint Training Master's Students: Applicants must be full-time, outstanding master's students officially enrolled at a domestic university. Applicants must be no more than 35 years of age (born after January 1, 1990).
4.Joint Training Doctoral Students: Applicants must be full-time, outstanding doctoral students officially enrolled at a domestic university. Applicants must be no more than 35 years of age (born after January 1, 1990).
5.Postdoctoral Fellows: Applicants must be either recent doctoral graduates from domestic universities (who obtained their doctoral degree between July 1, 2025, and June 30, 2026), current postdoctoral researchers, or young on-the-job scientific researchers. Specific requirements include: Recent doctoral graduates must be recommended by their doctoral training institution and must obtain their doctoral degree before departure. Current postdoctoral researchers must be recommended by their host institution and must ensure they return to China to complete their postdoctoral requirements after finishing their overseas studies. Young on-the-job scientific researchers must be recommended by their employer. Applicants must be no more than 40 years of age (born after January 1, 1985).
IV. Funding Provisions
Selected candidates will receive relevant scholarship funding provided by the Mexican government during their study abroad period (see the attached recruitment brochure for details). The China Scholarship Council (CSC) will provide one round-trip international airfare and a supplementary scholarship allowance for the approved duration of study in accordance with relevant regulations.
V. Specific Requirements for the Recommendation Process
1. Following the principle of "prioritizing quality over quantity," and in accordance with the specific requirements of this scholarship program, each university shall carry out the selection and recommendation of candidates based on its own circumstances.
2. When making recommendations, the candidates' intentions shall be fully consulted to ensure that selected candidates can go abroad as scheduled, avoiding the waste of scholarship slots due to candidates withdrawing after being selected.
3. Each university shall organize its recommended candidates to log in to the China Scholarship Council (CSC) information platform at http://sa.csc.edu.cn before June 22, 2026, to complete the online application and submit application materials (see the attachment for specific requirements). When completing the online application:
Under “Program Name”, select “Scholarship Programs under Bilateral Exchange Agreements”; Under “Cooperation Channel”, select “Mexico Government Scholarship Program”; Under “Accepting Institution”, select the corresponding accepting agency. Candidates must also visit https://www.gob.mx/amexcid/acciones-y-programas/becas-para-extranjeros-29785?state=published to review the specific requirements for each document from the Mexican side (see the Mexican program brochure attached for details), submit the corresponding materials through the Mexican Academic Cooperation Management System (http://sigca.sre.gob.mx/login), and complete the Mexican online application process (the Mexican application deadline is subject to the official Mexican website and the Mexican recruitment brochure).
4. Before June 29, 2026, each accepting institution shall complete the online review, recommendation, and submission process, and submit the recommendation letter and the list of recommended candidates to the China Scholarship Council via the information platform. Submission of paper materials to the CSC is not required.
VI. Review, Admission, and Dispatch
The CSC will review the applicants' materials and forward the list of recommended candidates who pass the review to the Mexican side. The CSC will determine the final admission list based on the Mexican side's review results. Selected candidates are expected to be dispatched after August 2026. The specific dispatch date is subject to notification by the Mexican side. Candidates who are not selected will be responsible for their subsequent study or other arrangements through their respective universities, in accordance with relevant regulations.
