Higher Education Disciplinary Innovation Program (also known as the "111 Program") is jointly organized by the Ministry of Education and the State Administration of Foreign Experts Affairs. By the means of building Disciplinary Innovative Brainpower Import Base, the program aims to enhance top overseas talents import and gather them in colleges and universities so that the level of overseas talents imported into higher education system can be the upgrade on a large scale.
The “111 Program” has 309 Disciplinary Innovative Brainpower Import Base so far. Out of tough competition, NPU, with its solid basis on mechanics, materials, advanced Manufacturing, computer science, and advantage in international cooperation and exchanges, was granted to build：
These four bases will be allocated 36 million yuan of special funds within five years, which lays a solid foundation for NPU to build its disciplines on mechanics and materials into world-class and accelerate the pace to of being a domestic leading and world famous university.
